Check current rules and specification forms first

Consult the PPS Excellent Procurement Products resources and the notice for the relevant year, and obtain the applicable specification form and corrections. Use earlier manuals to understand the structure, without assuming they are identical to current submission standards. This guide suggests preparation methods; it does not establish designation requirements or contract terms. Mandatory product certifications and statutory requirements need a separate review against the relevant official rules.

State performance with units and conditions

Choose core performance items such as efficiency, accuracy and durability, and place units and measurement conditions beside each value. Distinguish the evidence and roles of values demonstrated by test reports, manufacturer-controlled quality criteria and delivery criteria to be agreed with the purchasing organization. Define the applicable scope so that optimal-environment results are not extended to every condition. If values vary by model, use specification-specific tables rather than one large headline number.

Make acceptance inspection a workable procedure

Organize delivery checks in the order of product identification, appearance and quantity, components, operation and performance. Separate items requiring specialist tests from those verifiable on site, and record the instruments, environment, responsible checker and decision evidence. This is a preparation proposal; actual contract and inspection criteria are established through the purchasing organization’s documents. For results that are difficult to reproduce at delivery, leave the evidence method, such as a separate test report, for agreement.

Compare values across documents

Compare specification performance values with the product description, drawings, test reports and catalogue. If unit conversions, renamed models or different test conditions are found, check the raw records first. When product changes affect specifications, record the changes and their impacts instead of reusing old documents unchanged. A shared specification register and a designated person responsible for revisions can reduce inconsistent document updates. Finally check that the submitted version retains only claims that can be verified during inspection.
