Separate technology evidence from quality evidence
Korea’s Public Procurement Service (PPS) provides guidance on Excellent Procurement Products designation and contracting. When reviewing the scheme and application materials, distinguish documents explaining technical features from those verifying performance and quality. The 2026 designation plan has amendment notices, so the initial annual plan alone cannot establish current application conditions or whether applications are open.
Check that every document describes the same product
Connect the core structure described in the patent, improvements in the product description, the delivery model in the specification and the test object in the test report. Compare model names and performance items across documents. Where they differ, prepare materials explaining the change history or scope of application.
Check whether comparative performance was measured under the same conditions. If the competing product was tested in a different environment, numbers alone may not support a claim of superiority. Reviewing the test date, method, applicable standard, organization and sample information helps define the scope of the claim.
Check readiness to supply the product
Confirm expected delivery volume, raw-material sourcing, production lead time, installation and after-sales service scope. Preparation for designation and subsequent contracting, orders and delivery are distinct stages; record them separately in the business plan. Do not present designation as a guarantee of purchases or revenue.
Preparation checklist
- Relationship between the core technology and the product
- Consistency between the test object and delivery model
- Quality management and production records
- Specifications and acceptance inspection items
- Follow-up contracting and supply tasks
